{"id":114648,"date":"2023-03-21T18:43:49","date_gmt":"2023-03-21T18:43:49","guid":{"rendered":"https:\/\/yogaesoteric.net\/?p=114648"},"modified":"2023-03-21T18:43:49","modified_gmt":"2023-03-21T18:43:49","slug":"world-government-summit-how-the-merging-of-humans-and-technology-will-define-the-next-50-years","status":"publish","type":"post","link":"https:\/\/yogaesoteric.net\/en\/world-government-summit-how-the-merging-of-humans-and-technology-will-define-the-next-50-years\/","title":{"rendered":"World Government Summit: How the Merging of Humans and Technology Will Define the Next 50 Years"},"content":{"rendered":"<p>As part of the World Government Summit held in Dubai, conference organizers presented the \u201c<em>Government in 2071<\/em>\u201d initiative \u2014 a roadmap for government interactions with \u201c<em>citizens and stakeholders<\/em>\u201d in a dramatically shifting dystopian future impacted by automation, robotics and climate change.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-114649 aligncenter\" src=\"https:\/\/yogaesoteric.net\/wp-content\/uploads\/2023\/03\/m1.jpg\" alt=\"\" width=\"560\" height=\"335\" \/><\/p>\n<p>Convened from Feb. 13-15 under the slogan \u201c<em>Shaping Future Governments<\/em>,\u201d the WGS brought together key global figures to discuss the future of the world in a format similar to that of the recent World Economic Forum (WEF) annual meeting.<\/p>\n<p>While Elon Musk and Klaus Schwab \u2014 who offered competing visions of the future at the event \u2014 dominated media coverage, the WGS has issued its own set of dystopian predictions for the future in its \u201c<em><a href=\"https:\/\/www.worldgovernmentsummit.org\/docs\/default-source\/gov2071\/government-2071-encce529b1ea7c6578b2f8ff0000a7ddb6.pdf\" target=\"_blank\" rel=\"noopener\">Government in 2071: Guidebook<\/a><\/em>.\u201d<\/p>\n<p>The guidebook predicts that catastrophic climate change, mass migration, mass layoffs due to automation, ensuing social unrest, and the merging of humans and technology will define the next 50 years. It presents this vision as the \u201c<em>best-case scenario<\/em>\u201d for 2071.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">.<a href=\"https:\/\/twitter.com\/elonmusk?ref_src=twsrc%5Etfw\">@elonmusk<\/a>: \u201cOne of the biggest risks to the future of civilization is AI. Kennedy Jr (@RobertKennedyJr) <a href=\"https:\/\/twitter.com\/RobertKennedyJr\/status\/1626367669396987922?ref_src=twsrc%5Etfw\">February 16, 2023<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p><strong>2071: Catastrophic climate change, mass unemployment, social unrest and humans as cyborgs<\/strong><\/p>\n<p>The \u201c<em>Government in 2071<\/em>\u201d report offers a comprehensive set of predictions of how the world will transition in the coming decades, up to the year 2071.<\/p>\n<p>The report was originally created in 2018 by the summit conveners, but it stayed largely under the radar until this year when its vision \u2014 which closely mirrors ideas put forth by the WEF \u2014 has gained more widespread traction.<\/p>\n<p>Talks at this year\u2019s WGS were often reflective of the vision outlined in the report.<\/p>\n<p>WGS described the 2071 initiative as follows:<\/p>\n<p>\u201c<em>Government in 2071 is an initiative launched by the World Government Summit with the vision of preparing governments for the future. With 2071 being targeted as the year for the findings, societal and technological megatrends were captured. The predicted megatrends highlight the potential changes in citizens\u2019 lives, and how societies will operate and be governed.<\/em><\/p>\n<p><em>These findings were compiled to form a guidebook intended to direct governments towards a future better prepared for. Government in 2071 has not only redirected the strategies of governments, but also those of private entities and startups<\/em>.\u201d<\/p>\n<p>The report divides the future into three eras: the Digital Connectivity Era (2018-2030), the New Exploration Era (2030-2050) and the Techno-Humanitarian Era (2050-2071).<\/p>\n<p>It touts \u201c<em>government<\/em>\u201d as the provider of solutions to all challenges foreseen for the coming decades.<\/p>\n<p>It predicts that in coming decades, \u201c<em>Climate refugee immigration is forecasted as a critical issue governments address, unless rising water levels and desertification are addressed by major and timely innovation breakthroughs<\/em>.\u201d<\/p>\n<p>\u201c<em>Laws and industry regulations will have to be adapted to AI<\/em> [artificial intelligence],\u201d it predicts, while \u201c<em>mixed-profit\/public-private corporations will emerge<\/em>,\u201d which \u201c<em>will work closely through joint ventures and partnerships with leading corporates to create smart cities and upgrade government functions<\/em>.\u201d<\/p>\n<p>As a result of such partnerships, \u201c<em>coalitions of non-state players will become more important in shaping policy outcomes<\/em>,\u201d while a singular \u201c<em>Ministry of the Future<\/em>\u201d will exist \u201c<em>to ensure that decisions and directions are based on long-term planning and to avoid short-termism pressures of newly elected leaders<\/em>,\u201d the report says.<\/p>\n<p>This mirrors rhetoric espoused by U.N. Secretary-General Ant\u00f3nio Guterres at this year\u2019s WGS meeting, where he said \u201c<em>We need to avoid short-term policymaking that delays taking on the big tests we face<\/em>.\u201d<\/p>\n<p>The report also predicts that an \u201c<em>increasingly displaced workforce<\/em>\u201d will be \u201c<em>transitioning to new roles<\/em>\u201d while \u201c<em>job transformation\/universal income will be a key area where government will have to [provide] support<\/em>,\u201d by \u201c<em>provid[ing] access to financial support and a basic income as a social safety net<\/em>.\u201d<\/p>\n<p>It also foresees wholesale changes for education. \u201c<em>New-normal education reform will be integral as emphasis shifts from early and initial education to continuous education and adaptability<\/em>,\u201d and school enrollment will \u201c<em>gradually become less important<\/em>\u201d as \u201c<em>children may likely attain intelligence in ways other than attending school full-time<\/em>.\u201d<\/p>\n<p>Government \u201c<em>will need to incorporate advanced technologies into its own operations to remain effective, and new solutions will be required for advanced cities<\/em>,\u201d which the report foresees would be \u201c<em>adaptive and predictive cities<\/em>\u201d due to \u201c<em>advancements across AI, quantum computing, IoE [Internet of Everything] and sentient systems<\/em>.\u201d<\/p>\n<p>Healthcare won\u2019t be left out of this transformation. \u201c<em>Advanced preventative healthcare will become a greater priority as medical implants and faster detection methods prevail, and as rising and aging population necessitates closer management of healthcare costs<\/em>,\u201d according to the report.<\/p>\n<p>\u201c<em>AI\/robotics will be incorporated into healthcare practices<\/em>\u201d while health-related metrics may include \u201c<em>the percentage of population with AR [augmented reality] tools\/implants<\/em>,\u201d it says.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-114661 aligncenter\" src=\"https:\/\/yogaesoteric.net\/wp-content\/uploads\/2023\/03\/m2b.jpg\" alt=\"\" width=\"560\" height=\"374\" \/><\/p>\n<p>All of this will occur, the report claims, against a backdrop of severe climate change, as a result of which \u201c<em>Governments will have to create dedicated resources, supported by rigid policies, to ensure temperature rises are limited to 2\u2070C or below<\/em>.\u201d<\/p>\n<p>The report included separate projections for each of the three upcoming \u201c<em>eras<\/em>,\u201d presenting many of these predictions in the form of \u201c<em>first-person<\/em>\u201d accounts from hypothetical citizens of these future societies, including a 20-year-old student, young couples with and without children and an \u201c<em>elderly<\/em>\u201d couple.<\/p>\n<p><strong>The Digital Connectivity Era<\/strong><\/p>\n<p>For the Digital Connectivity Era, the report predicts the growth of the IoE, AR and VR (virtual reality) technologies, the advent of \u201c<em>floating farms<\/em>,\u201d \u201c<em>space mining missions<\/em>\u201d and \u201c<em>eco solar ships<\/em>,\u201d the growth of \u201c<em>climate refugees<\/em>\u201d and the gig economy, and \u201c<em>increased social and civic unrest<\/em>\u201d as a result of \u201c<em>unemployment [and] financial collapse<\/em>.\u201d<\/p>\n<p>A hypothetical 20-year-old student in 2030 would take most university classes through \u201c<em>VR with human teachers and AI assistants<\/em>\u201d and would be \u201c<em>concerned that predicting crime through AI analytics could profile innocent people<\/em>\u201d \u2014 a concept infamously portrayed in the 2002 film <em>Minority Report<\/em>.<\/p>\n<p>A hypothetical \u201c<em>couple with children<\/em>\u201d would \u201c<em>work for a space mining company \u2014 mostly from home to spend more time with the children<\/em>,\u201d and would communicate with doctors \u201c<em>via text and chatbots<\/em>.\u201d \u201c<em>Blockchain and AI<\/em>\u201d would be used \u201c<em>to mine our patient records ahead of time<\/em>.\u201d<\/p>\n<p>A hypothetical \u201c<em>couple with no children<\/em>\u201d would \u201c<em>work in the military with supersoldiers<\/em>\u201d and \u201c<em>own a home in an area that has become high-risk for floods<\/em>.\u201d<\/p>\n<p>They might be excited to receive \u201c<em>a text saying that my license is automatically renewed<\/em>,\u201d as \u201c<em>the government checks my identity, vision, driving and residence records and makes the decision without me having to go to the physical office and apply<\/em>.\u201d<\/p>\n<p>A hypothetical \u201c<em>elderly couple<\/em>\u201d during this era would be \u201c<em>actively engaged in co-creating societal solutions with government<\/em>,\u201d which would provide \u201c<em>a self-driving car service<\/em>\u201d to take them to the community center, while their \u201c<em>prescription bottles<\/em>\u201d would remind them to take their pills and \u201c<em>smart pills<\/em>\u201d would give their doctor \u201c<em>an endless stream of information<\/em>\u201d on how their body responds to treatment.<\/p>\n<p><strong>The New Exploration Era<\/strong><\/p>\n<p>The report says the New Exploration Era \u201c<em>will be marked by human capacity augmentation and AI technologies as well as space exploration<\/em>,\u201d which would move society from a \u201c<em>problem-solution<\/em>\u201d paradigm to an \u201c<em>opportunity-exploration<\/em>\u201d one.<\/p>\n<p>It would include a \u201c<em>near-space tourism sector, space mining, garden buildings, floating settlements and robot relationships<\/em>.\u201d<\/p>\n<p>The report also predicts that self-regulating \u201c<em>conscious cities<\/em>,\u201d universal basic income, higher corporate taxes, \u201c<em>majority renewables<\/em>\u201d and \u201c<em>automation-driven job losses<\/em>\u201d will be common.<\/p>\n<p>These job losses might lead to \u201c<em>increased social and civic unrest<\/em>.\u201d<\/p>\n<p>It also foresees \u201c<em>more forced migration<\/em>\u201d and \u201c<em>urbanization pressures<\/em>\u201d due to \u201c<em>rising sea levels and natural disasters<\/em>.\u201d<\/p>\n<p>It says there will be a \u201c<em>continued rise of DIY [do-it-yourself] healthcare<\/em>,\u201d \u201c<em>100% renewable energy cities<\/em>,\u201d \u201c<em>increasing friendships with robots<\/em>\u201d and a \u201c<em>subscription economy<\/em>\u201d where \u201c<em>people own less and experience more<\/em>.\u201d<\/p>\n<p>The hypothetical 20-year-old during this era, a virtual Ivy League graduate, would be concerned about \u201c<em>increasing civil unrest due to mass job automation<\/em>.\u201d<\/p>\n<p>They might say, \u201c<em>There was a riot in our city center last night. Some groups are gathering to protest against mass job automation. Events got pretty hostile<\/em>.\u201d<\/p>\n<p>This hypothetical 20-year-old might also be concerned by a \u201c<em>bioterrorism attack<\/em>,\u201d commenting, \u201c<em>It was so sad when we heard that the bioterrorism attack wiped out 33 million people!<\/em>\u201d<\/p>\n<p>They might also express concern about the \u201c<em>large income inequality gap between the mega slums and middle-income families in some parts of the world<\/em>.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-114655 aligncenter\" src=\"https:\/\/yogaesoteric.net\/wp-content\/uploads\/2023\/03\/m3.jpg\" alt=\"\" width=\"560\" height=\"350\" \/><\/p>\n<p>A hypothetical couple in this era might be concerned with inequality between those that can and cannot afford \u201c<em>brain implants<\/em>.\u201d<\/p>\n<p>\u201c<em>Ordinary citizens are just starting to become cyborgs, affording brain implants, but it is still for the rich or for people in high positions. It is still expensive, but it is causing a major education gap in mega-intelligence<\/em>,\u201d they might say.<\/p>\n<p>\u201c<em>Near-space tourism<\/em>\u201d would \u201c<em>make waves<\/em>\u201d by this era, according to the report, but \u201c<em>government requirements<\/em>\u201d would be needed for travel.<\/p>\n<p>A hypothetical \u201c<em>couple with children<\/em>\u201d in this era would be \u201c<em>recently jobless and thinking to start a space mining consulting business<\/em>.\u201d<\/p>\n<p>The couple would be happy to have \u201c<em>a healthcare pod at home where we can send in samples to our doctor<\/em>\u201d and \u201c<em>AR glasses<\/em>\u201d to which \u201c<em>our city government regularly sends announcements promoting cross-cultural harmony and connectivity.<\/em>\u201d<\/p>\n<p>The report predicts many jobless couples, stating:<\/p>\n<p>\u201c<em>Robots [at this time] have taken over all tasks in many sectors, e.g. lawyers, nurses, and pharmacists. But goods and services are cheap now making basic living either cheap or free. Having a job is more out of a passion for a higher income, than a basic need<\/em>.\u201d<\/p>\n<p>A hypothetical childless couple during this era would likely also be jobless and worried about having sufficient social protection. They might voice concerns such as:<\/p>\n<p>\u201c<em>More people around the world are becoming refugees due to rising sea levels and desertification. Some cities were even fully submerged! Our city is taking some people in and housing them in 3D printed floating island communities. [But] most of us have a small, superfast personal device that runs our homes, transports us, manages our lifestyles, bank accounts, and education. [And] our government is allocating more of the budget to permanent social protections for the unemployed due to automation<\/em>.\u201d<\/p>\n<p>One of them might say an \u201c<em>AI based health monitoring service, leveraging my life-long health data stream, has predicted that I\u2019m likely to have a heart attack in the near future<\/em>,\u201d and \u201c<em>government health services has sent me a customized suggested diet plan.<\/em>\u201d<\/p>\n<p>A hypothetical elderly couple during this era might expect a pension, but comment, \u201c<em>The government has pushed back the age of pension, and we are not happy with that<\/em>.\u201d<\/p>\n<p>They might also observe that \u201c<em>robots are increasingly part of the decision-making process in the senate<\/em>\u201d and that \u201c<em>our Prime Minister has an AI robot as a special advisor<\/em>.\u201d<\/p>\n<p><strong>The Techno-Humanitarian Era<\/strong><\/p>\n<p>The report predicts the Techno-Humanitarian Era will be \u201c<em>marked by a shift in innovation efforts and global priorities towards redefining and empowering a new technology-enhanced humanity<\/em>.\u201d<\/p>\n<p>Such shifts would include \u201c<em>space hotels and flying cars<\/em>\u201d and \u201c<em>underwater cities, and space mining of resources<\/em>,\u201d but also be marked by \u201c<em>adverse effects of climate change<\/em>,\u201d like \u201c<em>submersion of cities<\/em>\u201d and \u201c<em>unbearable temperatures<\/em>.\u201d<\/p>\n<p>Residents of this era could expect to see \u201c<em>sentient<\/em>\u201d cities, universal basic income, \u201c<em>AI labor relations<\/em>\u201d and \u201c<em>shared-profit corporations<\/em>.\u201d Most jobs that existed in 2018 will, by then, have been replaced by automation.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-114658 aligncenter\" src=\"https:\/\/yogaesoteric.net\/wp-content\/uploads\/2023\/03\/m4.jpg\" alt=\"\" width=\"560\" height=\"350\" \/><\/p>\n<p>The report predicts urbanization in this era will include \u201c<em>new housing solutions<\/em>,\u201d such as \u201c<em>large skyscrapers, city-in-a-pyramid, earth-scrapers, floating cities, undersea cities<\/em>,\u201d along with \u201c<em>continued large funding investments towards geoengineering efforts<\/em>.\u201d<\/p>\n<p>It predicts social protections will increase because AI will produce greater inequality.<\/p>\n<p>In this era, \u201c<em>Health care advancements [will] have cured many, if not most, diseases of the last half-century. However new diseases [will] have emerged due to climate change effects<\/em>,\u201d it says.<\/p>\n<p>It also predicts more people will have augmentable implants in their brains, \u201c<em>making them more intelligent than humans<\/em>.\u201d<\/p>\n<p>As a result, the report argues, \u201c<em>education as we knew it in past generations needs to be totally transformed if we want it to stay relevant. Children and adults will need to be trained on how to use their brain implants<\/em>.\u201d<\/p>\n<p>By 2071, continues the report, \u201c<em>genomic health [will be] screened at birth<\/em>\u201d and one\u2019s birth certificate will be part of a \u201c<em>global registry<\/em>.\u201d Land ownership will be part of a \u201c<em>global blockchain registry<\/em>.\u201d<\/p>\n<p>As previously reported by the alternative media, the United Nations\u2019 <em>Sustainable Development Goals<\/em>, and in particular, <em>Goal 16.9<\/em>, call for the provision of a digital legal identity for all, including newborns, by 2030.<\/p>\n<p>Corporations will be the \u201c<em>largest source of social service funding by design<\/em>,\u201d and \u201c<em>AI courts<\/em>\u201d will \u201c<em>settle employment disputes<\/em>,\u201d the report continues.<\/p>\n<p>\u201c<em>Owner-aware homes<\/em>,\u201d will be \u201c<em>registered by government and require annual audit\/approvals<\/em>,\u201d while \u201c<em>Robots\/AI<\/em>\u201d will lead \u201c<em>community policing, firefighting [and] paramedic<\/em>\u201d services.<\/p>\n<p>\u201c<em>Augmentation implants<\/em>\u201d will also be registered and renewed with the government, as will space travel.<\/p>\n<p>By this time, a hypothetical 20-year-old might work \u201c<em>for a company that produces technology for cooling the planet<\/em>,\u201d while a hypothetical parent might work in space for a mining company and commute home every six months.<\/p>\n<p>A hypothetical childless couple would volunteer with the military for a \u201c<em>special basic income<\/em>\u201d and might be \u201c<em>forced to migrate to an underwater city<\/em>,\u201d where they would receive \u201c<em>a small, but nice, government subsidized smart home<\/em>.\u201d<\/p>\n<p>Instead of meeting friends at cafes, the couple would meet them in their apartment, which would have \u201c<em>a built-in 3D hologram space<\/em>.\u201d<\/p>\n<p>There would be \u201c<em>no need for toll booths, credit cards or passports anymore<\/em>,\u201d as people would be identified \u201c<em>by molecular-sized computers that are embedded in everything<\/em>.\u201d<\/p>\n<p>Households would be smaller \u201c<em>due to lower fertility<\/em>,\u201d the report predicts.<\/p>\n<p>The \u201c<em>Government in 2071<\/em>\u201d report states its predictions for each era are \u201c<em>based on [a] plausible best-case scenario<\/em>\u201d that \u201c<em>assumes no \u2018shock events\u2019<\/em>\u201d and is based on the \u201c<em>most developed city<\/em>\u201d of each time period, leaving to the imagination what other scenarios might entail.<\/p>\n<p>Notably, though, Arturo Bris of the IMD World Competitiveness Center told delegates at this year\u2019s WGS meeting that a \u201c<em>shock<\/em>\u201d is needed to spur the \u201c<em>transition<\/em>\u201d to a new \u201c<em>world order<\/em>.\u201d<\/p>\n<p>He did not specify what this \u201c<em>shock<\/em>\u201d might be.<\/p>\n<p><em>Author: Michael Nevradakis, Ph.D.<\/em><\/p>\n<p>&nbsp;<\/p>\n<p><strong>yogaesoteric<br \/>\nMarch 21, 2023<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>As part of the World Government Summit held in Dubai, conference organizers presented the \u201cGovernment in 2071\u201d initiative \u2014 a roadmap for government interactions with \u201ccitizens and stakeholders\u201d in a dramatically shifting dystopian future impacted by automation, robotics and climate change.
