<\/p>\nThe UN development agency, UNDP, has published its governance framework for digital public infrastructure, which the world organization no doubt eagerly hopes all of its 190+ members will align with.<\/p>\n

Once again, another UN body comes out with a contested policy, basing it on the overarching one that\u2019s supposed to provide it with legitimacy \u2013 the Sustainable Development Goals and Agenda 2030.<\/p>\n
UNDP said in a post on its website that the digital ID framework was its reaction to \u201crequests for institutional support<\/em>\u201d \u2013 and lauded its own effort as inclusive and based on (ostensibly, civil and legal) \u201crights<\/em>.\u201d<\/p>\n What is clear is that the UN is very committed to pushing the adoption of digital IDs, and does so at every available opportunity, the activities of UNDP included.<\/p>\n For those countries (rather, their current governments) who accept to follow UN\u2019s lead on digital public infrastructure (DPI), of which digital IDs are but a part, reports say that the recommended framework has nine points: \u201clegal, regulatory frameworks, non-discrimination, access to information, legal accountability, capable institutions, user value, procurement and anti-corruption, and data protections<\/em>.\u201d<\/p>\n The Sustainable Development agenda cited in this case has to do with civil registration at birth of every person born on the planet \u2013 and, apparently, making sure that\u2019s digital, going forward.<\/p>\n What\u2019s wrong with the current system? The UN thinks a lot, but at the same time wants to make sure that the digital versions developed and implemented by various governments have \u201cadequate<\/em>\u201d \u2013 and indeed, \u201crobust<\/em>\u201d governance in place out of the gate.<\/p>\n UNDP explains this with the need to make sure that standards and rules, as well as \u201cprivacy protocols<\/em>\u201d are all driving towards a future total digitization of public services.<\/p>\n So \u2013 UNDP\u2019s ambition is to \u201ccentralize<\/em>,\u201d as it were, the efforts of hundreds of national governments by providing \u201ca standard model<\/em>.\u201d It also states to seek to achieve something that frankly seems highly unlikely in the real world \u2013 but it sounds good in a press release.<\/p>\n Namely, \u201cprioritizing personal rights<\/em>\u201d \u2013 human rights, as well as inclusion, etc. in this particular context \u2013 while still going forward with pushing digital ID adoption, or, \u201cshift<\/em>,\u201d as the UN chooses to call it.<\/p>\n <\/p>\n yogaesoteric <\/p>\n","protected":false},"excerpt":{"rendered":" The UN development agency, UNDP, has published its governance framework for digital public infrastructure, which the world organization no doubt eagerly hopes all of its 190+ members will align with.
