{"id":202512,"date":"2025-06-25T16:47:37","date_gmt":"2025-06-25T16:47:37","guid":{"rendered":"https:\/\/yogaesoteric.net\/?p=202512"},"modified":"2025-06-25T16:47:37","modified_gmt":"2025-06-25T16:47:37","slug":"pentagon-agency-to-simulate-lockdowns-mass-vaccinations-public-compliance-messaging","status":"publish","type":"post","link":"https:\/\/yogaesoteric.net\/en\/pentagon-agency-to-simulate-lockdowns-mass-vaccinations-public-compliance-messaging\/","title":{"rendered":"Pentagon agency to simulate lockdowns, mass vaccinations, public compliance messaging"},"content":{"rendered":"<p>DARPA is getting into the business of simulating disease outbreaks, including modelling interventions such as mass vaccination campaigns, lockdowns, and communication strategies.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-202506\" src=\"https:\/\/yogaesoteric.net\/wp-content\/uploads\/2025\/06\/DARPA-1.jpg\" alt=\"\" width=\"560\" height=\"317\" srcset=\"https:\/\/yogaesoteric.net\/wp-content\/uploads\/2025\/06\/DARPA-1.jpg 450w, https:\/\/yogaesoteric.net\/wp-content\/uploads\/2025\/06\/DARPA-1-300x170.jpg 300w\" sizes=\"auto, (max-width: 560px) 100vw, 560px\" \/><\/p>\n<p>At the end of May, the U.S. Defense Advanced Research Projects Agency (DARPA) put out a <a href=\"https:\/\/sam.gov\/opp\/13488b64cea148b4844f07c797633eed\/view\" target=\"_blank\" rel=\"noopener\"><em>Request for Information<\/em><\/a> (RFI) seeking information regarding \u201c<em>state-of-the-art capabilities in the simulation of disease outbreaks<\/em>.\u201d<\/p>\n<p>The Pentagon\u2019s research and development funding arm wants to hear from academic, industry, commercial, and startup communities on how to develop \u201c<em>advanced capabilities that drive technical innovation and identify critical gaps in bio-surveillance, diagnostics, and medical countermeasures<\/em>\u201d in order to \u201c<em>improve preparedness for future public health emergencies<\/em>.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Dr. <a href=\"https:\/\/twitter.com\/P_McCulloughMD?ref_src=twsrc%5Etfw\">@P_McCulloughMD<\/a>: &quot;This Is a Military Operation&quot;<\/p>\n<p>&quot;The military said in 2012, &#39;We will end pandemics in 60 days using messenger RNA.&#39; That&#39;s long before Moderna and Pfizer were even in the game. &#8230; They are profiting from this, but they didn&#39;t drive it.&quot; <a href=\"https:\/\/t.co\/71jAV5wfG0\">pic.twitter.com\/71jAV5wfG0<\/a><\/p>\n<p>&mdash; The Vigilant Fox \ud83e\udd8a (@VigilantFox) <a href=\"https:\/\/twitter.com\/VigilantFox\/status\/1635066382806306816?ref_src=twsrc%5Etfw\">March 12, 2023<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>As if masks, social distancing, lockdowns, and vaccination mandates under the unscientific guise of slowing the spread and preventing the transmission of covid weren\u2019t harmful enough, the U.S. military wants to model the effects of these exact same countermeasures for future outbreaks.<\/p>\n<p>The RFI also asks participants \u201c<em>Fatality Rate &amp; Immune Status: How are fatality rates and varying levels of population immunity (natural or vaccine-induced) incorporated into your simulations?<\/em>\u201d<\/p>\n<p>Does \u201c<em>natural or vaccine-induced<\/em>\u201d relate to \u201c<em>population immunity<\/em>\u201d or \u201c<em>fatality rates<\/em>\u201d or both?<\/p>\n<p>Moving on, the RFI gets into modelling lockdowns, social distancing, and mass vaccination campaigns, along with communication strategies:<\/p>\n<p>\u201c<em>Intervention Strategies: Detail the range of intervention strategies that can be modelled, including (but not limited to) vaccination campaigns, social distancing measures, quarantine protocols, treatments, and public health communication strategies. Specifically, describe the ability to model early intervention and its impact on outbreak trajectory<\/em>.\u201d<\/p>\n<p>The fact that DARPA wants to model these so-called intervention strategies just after the entire world experienced them suggests that these exact same measures will most likely be used again in the future:<\/p>\n<p>\u201c<em>We are committed to developing advanced modelling capabilities to optimize response strategies and inform the next generation of (bio)technology innovations to protect the population from biological threats. We are particularly focused on understanding the complex interplay of factors that drive outbreak spread and evaluating the effectiveness of potential interventions<\/em>.\u201d \u2014 DARPA, <em>Advanced Disease Outbreak Simulation Capabilities RFI<\/em>, May 2025.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-202509\" src=\"https:\/\/yogaesoteric.net\/wp-content\/uploads\/2025\/06\/darpa2.png\" alt=\"\" width=\"560\" height=\"517\" srcset=\"https:\/\/yogaesoteric.net\/wp-content\/uploads\/2025\/06\/darpa2.png 618w, https:\/\/yogaesoteric.net\/wp-content\/uploads\/2025\/06\/darpa2-300x277.png 300w\" sizes=\"auto, (max-width: 560px) 100vw, 560px\" \/><\/p>\n<p>\u201c<em>Identification of optimal timelines and capabilities to detect, identify, attribute, and respond to disease outbreaks, including but not limited to biosensor density deployment achieving optimal detection timelines, are of interest<\/em>.\u201d \u00ad\u2014 DARPA, <em>Advanced Disease Outbreak Simulation Capabilities RFI<\/em>, May 2025.<\/p>\n<p>With lockdowns, mass vaccination campaigns, and social distancing still on the table from the last around, it appears that AI and Machine Learning will play a much bigger role in the next.<\/p>\n<p>For future innovation, the DARPA RFI asks applicants to: \u201c<em>Please describe any novel technical approaches \u2013 or applications of diverse technical fields (e.g., machine learning, artificial intelligence, complex systems theory, behavioural science) \u2013 that you believe would significantly enhance the state-of-the-art capabilities in this field or simulation of biological systems wholistically<\/em>.\u201d<\/p>\n<p>Instead of putting a Dr. Fauci, a Dr. Birx, a replaceable CDC director, a TV doctor, a big pharma CEO, or a Cuomo brother out there to lie to your face about how they were all just following The Science<sup>TM<\/sup>, why not use AI and ML and combine them with behavioural sciences in order to concoct your \u201c<em>public health communications strategies<\/em>\u201d?<\/p>\n<p>When you look at recently announced DARPA programs like <em>Kallisti<\/em> and <em>MAGICS<\/em>, which are aimed at creating an algorithmic <em>Theory of Mind<\/em> to model, predict, and influence collective human behaviour, you start to get a sense of how all these programs can interweave:<\/p>\n<p>\u201c<em>The MAGICS ARC calls for paradigm-shifting approaches for modelling complex, dynamic systems for predicting collective human behaviour<\/em>.\u201d \u2014 DARPA, <em>MAGICS ARC<\/em>, April 2025<\/p>\n<p>On April 8, DARPA issued an Advanced Research Concepts (ARC) opportunity for a <a href=\"https:\/\/sam.gov\/opp\/093a0c0386e6416ea3f48a7aea5b0047\/view\" target=\"_blank\" rel=\"noopener\">new program<\/a> called <em>Methodological Advancements for Generalizable Insights into Complex Systems (MAGICS)<\/em> that seeks \u201c<em>new methods and paradigms for modelling collective human behaviour<\/em>.\u201d<\/p>\n<p>Nowhere in the <em>MAGICS<\/em> description does it mention modelling or predicting the behaviour of \u201c<em>adversaries<\/em>,\u201d as is DARPA\u2019s custom.<\/p>\n<p>Instead, it talks at length about \u201c<em>modelling human systems<\/em>,\u201d along with anticipating, predicting, understanding, and forecasting \u201c<em>collective human behaviour<\/em>\u201d and \u201c<em>complex social phenomena<\/em>\u201d derived from \u201c<em>sociotechnical data sets<\/em>.\u201d<\/p>\n<p>Could DARPA\u2019s <em>MAGICS<\/em> program be applied to simulating collective human behaviour when it comes to the next public health emergency, be it real or perceived?<\/p>\n<p>\u201c<em>The goal of an upcoming program will be to develop an algorithmic theory of mind to model adversaries\u2019 situational awareness and predict future behaviour<\/em>.\u201d \u2014 DARPA, <em>Theory of Mind<\/em> <em>Special Notice<\/em>, December 2024.<\/p>\n<p>In December 2024, DARPA launched a similar program called <em>Theory of Mind<\/em>, which was renamed <em>Kallisti<\/em> a month later.<\/p>\n<p>The goal of <em>Theory of Mind<\/em> is to develop \u201c<em>new capabilities to enable national security decisionmakers to optimize strategies for deterring or incentivizing actions by adversaries<\/em>,\u201d according to a very brief <a href=\"https:\/\/sam.gov\/opp\/39bdacdd858e460f972a2a976db6dc62\/view\" target=\"_blank\" rel=\"noopener\">special announcement<\/a>.<\/p>\n<p>DARPA never mentions who those \u201c<em>adversaries<\/em>\u201d are. In the case of a public health emergency, an adversary could be anyone who questions authoritative messaging.<\/p>\n<p>The <em>Theory of Mind<\/em> program will also:<\/p>\n<p>\u201c<em>\u2026\u2026. seek to combine algorithms with human expertise to explore, in a modelling and simulation environment, potential courses of action in national security scenarios with far greater breadth and efficiency than is currently possible.<\/em><\/p>\n<p><em>This would provide decisionmakers with more options for incentive frameworks while preventing unwanted escalation.<\/em><\/p>\n<p><em>We are interested in a comprehensive overview of current and emerging technologies for disease outbreak simulation, how simulation approaches could be extended beyond standard modelling methods, and to understand how diseases spread within and between individuals including population level dynamics<\/em>.\u201d<\/p>\n<p>They say that all the modelling and simulating across programs is for \u201c<em>national security<\/em>,\u201d but that is a very broad term.<\/p>\n<p>DARPA is in the business of research and development for national security purposes, so why is the Pentagon modelling disease outbreaks and intervention strategies while simultaneously looking to predict and manipulate collective human behaviour?<\/p>\n<p>If and when the next outbreak occurs, the same draconian and Orwellian measures that governments and corporations deployed in the name of combating covid are still on the table.<\/p>\n<p>And AI, Machine Learning, and the military will play an even bigger role than the last time around.<\/p>\n<p>From analysing wastewater to learning about disease spread; from developing pharmaceuticals to measuring the effects of lockdowns and vaccine passports, from modelling and predicting human behaviour to coming up with messaging strategies to keep everyone in compliance \u2013 \u201c<em>improving preparedness for future public health emergencies<\/em>\u201d is becoming more militaristically algorithmic by the day.<\/p>\n<p>\u201c<em>We are exploring innovative solutions to enhance our understanding of outbreak dynamics and to improve preparedness for future public health emergencies<\/em>.\u201d \u2014 DARPA, <em>Advanced Disease Outbreak Simulation Capabilities RFI<\/em>, May 2025.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Kennedy on Covid Jabs as a Military Operation: <\/p>\n<p>&quot;Turns out that the vaccines were developed not by Moderna and Pfizer. These technologies were originally invented to the Pentagon&#8217;s military objectives.<\/p>\n<p>DARPA has provided funding and technical support to Moderna for its mRNA vaccine technology since at least since 2013.
