It\u2019s believed to store up to nine nuclear-capable intercontinental ballistic missiles (ICBM) as well as their mobile launchers, <a href=\"https:\/\/beyondparallel.csis.org\/undeclared-north-korea-sinpung-dong-missile-operating-base\/\">said the report<\/a> by Washington-based think tank Center for Strategic and International Studies (CSIS).<\/p>\n<p>The site is one of the estimated 15 to 20 ballistic missile bases and warhead storage facilities that North Korea has never declared, said the report, which drew from satellite image analysis, interviews with North Korean refugees and officials, declassified documents and open-source data.<\/p>\n<p>\u201c<em>These missiles pose a potential nuclear threat to East Asia and the continental United States<\/em>,\u201d the report warned.<\/p>\n<p>North Korea has ramped up its weapons program in the last few years under leader Kim Jong Un, rapidly modernizing its armed forces, developing new weapons and testing intercontinental ballistic missiles that can reach almost anywhere in the United States.<\/p>\n<p>Those actions are in violation of United Nations sanctions that strictly limit North Korea\u2019s access to materials and weapons. But the isolated nation has also ramped up its cooperation with Russia since Moscow\u2019s Special Operation in Ukraine, sending troops to fight on the frontlines \u2013 raising fears that Moscow could help boost Pyongyang\u2019s technologies and supply lines in return.<\/p>\n<p>This secret base is part of North Korea\u2019s effort to bolster its nuclear program, the report said.<\/p>\n<p>The base sits in a narrow mountain valley, cut in half by a stream, and measures 22 square kilometres (about 5,436 acres) \u2013 bigger than New York\u2019s John F. Kennedy International Airport.<\/p>\n<p>Experts say that its location near the border lends a geographical advantage \u2013 countries like the United States might be wary of targeting it since any fallout could impact adjacent China.<\/p>\n<p>\u201c<em>By building bases so close to China, North Korea may also seek to leverage the political risk and uncertainty of Beijing\u2019s response in order to deter an attack<\/em>,\u201d said Leif-Eric Easley, a professor at Ewha University in Seoul.<\/p>\n<p>\u201c<em>US and South Korean policymakers are already aware of Pyongyang\u2019s unwillingness to trade away these capabilities in disarmament diplomacy, but public knowledge of such bases might prompt more Chinese observers to resent North Korean attempts at strategic entanglement<\/em>,\u201d he added.<\/p>\n<p>Construction on the base began in 2004, according to satellite images, and it has been operational since 2014, the report found. Since then, the base has been \u201c<em>well-maintained<\/em>\u201d and continues to be actively developed \u2013 potentially reflecting ongoing advancements in North Korea\u2019s missile testing, it said.<\/p>\n<p>It\u2019s not yet clear what model of ballistic missile is stored at the base \u2013 but CSIS researchers believe it\u2019s equipped with North Korea\u2019s nuclear-capable Hwasong-15 or Hwasong-18 ICBMS, or a different type of ICBM that has not yet been revealed.<\/p>\n<p>The report also said the base carries transporter launchers or mobile launchers \u2013 which can quickly shoot and move to a new position.<\/p>\n<p>\u201c<em>During times of crisis or war, these launchers and missiles will exit the base, meet special warhead storage\/transportation units, and conduct launch operations from dispersed pre-surveyed sites<\/em>,\u201d the report said.<\/p>\n<p>The report also included satellite imagery that pointed out the base\u2019s many facilities, including entrance checkpoints, headquarter buildings, warehouses, missile support facilities and small housing buildings.<\/p>\n<p>Some of these have been deliberately covered with trees and bushes to conceal their entrances \u2013 making them difficult to locate in satellite images except for winter \u201c<em>when vegetation is sparse<\/em>,\u201d the report said.<\/p>\n<p>The secret base is part of North Korea\u2019s \u201c<em>missile belt<\/em>\u201d of several other bases \u2013 some of which CSIS has published separate reports about \u2013 which make up the main components of Pyongyang\u2019s \u201c<em>evolving ballistic missile strategy, and its expanding strategic-level nuclear deterrence and strike capabilities<\/em>,\u201d the report said.<\/p>\n<p>North Korea is believed to possess between 40 and 50 nuclear warheads, along with the means to deliver them across the region and potentially to the US mainland.
