Europe&#8217;s storage levels currently stand at 35\u201337%, well below the seasonal norm of 50%, increasing the risk that the continent will fall short of its usual 90% target at the start of the next winter heating season. The European Union requires its member states to maintain robust storage levels, typically aiming for 80% to 90% capacity by early winter. A combination of factors has made replenishing Europe&#8217;s largest storage hubs a formidable challenge for the second half of the year.<\/p>\n<p>First, heavy withdrawals in winter, caused by the peak in heating demand from private households and a rise in industrial electricity demand, led to natural gas storage levels in northwestern Europe falling below 30% \u2013 roughly twice the size of the overall EU-wide storage deficit. Gas levels in the Netherlands, Germany, and France had already fallen to critically low levels before the start of spring: Dutch reserves plummeted to just 5.8% by the end of winter \u2013 the lowest level in a decade; storage levels in Germany fell to around 20%, while those in France stood at around 27% at the beginning of spring.<\/p>\n<p>Second, distorted price structures and inverted seasonal price curves have contributed to Europe&#8217;s gas crisis. This is an unusual market structure where summer spot prices are higher than winter contracts, hindering necessary storage replenishments. Seasonal TTF spreads in the Netherlands remained negative at around \u20ac1.3\/MWh, with this unusual backwardation disrupting the traditional dynamic of storing gas during the cheaper summer months and withdrawing it during the colder, high-demand winter period.<\/p>\n<p>Europe is also suffering from an LNG shortage, as competing global energy demand and disruptions to major LNG facilities resulting from the Middle East conflict have made replenishing storage extremely expensive. Delays and infrastructure damage at key facilities \u2013 particularly in Qatar \u2013 combined with the phasing out of Russian LNG, have intensified global competition for spot loads, especially given the high demand in Asia. The reversed price structure was partly caused by expectations of an influx of new global LNG capacity later in the year, as well as by short-term supply concerns.<\/p>\n<p>EU member states have responded to the distorted price mechanism with different approaches. In Italy, regulators such as ARERA and network operators such as Snam have introduced financial balancing schemes that allow traders to participate in auctions where the market manager balances the difference between summer and winter gas prices at the Virtual Trading Point (PSV) to ensure that storage targets are met.<\/p>\n<p>The situation in Germany is different, as Europe&#8217;s largest economy has historically avoided direct state subsidies to enforce storage, relying instead on legal requirements and market mechanisms. Germany&#8217;s Federal Network Agency enforces strict legal fill-level requirements for natural gas storage facilities to guarantee security of supply in winter. Shippers and network users are legally obligated to maintain certain storage levels, with compliance being managed through market mechanisms, capacity auctions, and strategic instruments of Trading Hub Europe GmbH (THE). THE uses a regulatory storage neutrality levy to cover the costs of purchasing, injecting, and managing strategic gas reserves. This levy, which was historically applied to off-flows and grid points, serves to refinance the costs of government-mandated storage measures.<\/p>\n<p>Despite differences in national incentive schemes, both countries are subject to EU-wide regulations that prescribe minimum fill levels and historically aim for 80\u201390% of maximum capacity before the start of the winter heating season. While Italy relies more heavily on financial support, Germany depends on regulatory requirements \u2013 with the aim of shifting storage obligations to active wholesale market participants.<\/p>\n<p>Equinor warned that a swift resolution could allow Europe to reach a manageable storage level of 75% by the end of the injection season, while a blockage of another 3 months would make the situation highly critical and could potentially drive TTF prices to \u20ac90\/MWh. A rise in gas prices is likely to trigger market reactions, including a projected reduction in gas demand for power generation of 10 billion cubic meters and increased industrial fuel switching.<\/p>\n<p>Germany is pushing ahead with the privatization process of Uniper, after the company had to be rescued with billions during the 2022 energy crisis.
