The CIA conducted approximately 149 sub-projects, employing LSD, hypnosis, electroshocks, sensory deprivation, and psychological torture on unsuspecting Americans \u2013 prisoners, the psychically ill, soldiers, and ordinary citizens.<\/p>\n<p>Most of the documents were deliberately destroyed in 1973. When the program was finally exposed in 1975 by the Church Committee, the agency downplayed its scope and results.<\/p>\n<p>The public was told it was a failure. New witness statements indicate that this was never true.<\/p>\n<p>Investigative journalist Tom O&#8217;Neill, author of <em>Chaos<\/em>, testified before the committee that the agency actively misled Congress in 1977. He presented documents showing that the CIA&#8217;s earlier statements about the LSD experiments contradicted what it later told lawmakers. O&#8217;Neill stated unequivocally: \u201c<em>I believe the agency misled Congress in 1977 when it portrayed MKULTRA as a failure<\/em>.\u201d<\/p>\n<p>He drew connections to figures like the psychiatrist Louis Jolyon West and his links to Charles Manson and Jack Ruby, thus underscoring how deeply the program reached into real events. A participant in the original program documented the possibility of replacing genuine memories with false ones without the test subject&#8217;s knowledge.<\/p>\n<p>The exact description: \u201c<em>It is possible to take the memory of a specific event in a person&#8217;s life and, through hypnotic suggestion, induce a later conscious memory in which this event never actually took place. Kinzer described how the CIA used \u201c<em>front organizations<\/em>\u201d \u2013 universities and institutions \u2013 to conduct research while concealing its own involvement.<\/p>\n<p>He then issued the central warning for the present: \u201c<em>There have been enormous advances in cyber technology, neuroscience, and artificial intelligence. Intelligence agencies may have access to consciousness-control tools that Sidney Gottlieb could not have imagined<\/em>.\u201d<\/p>\n<p>O&#8217;Neill agreed. Given the enormous investments of time, money, and research, it was unlikely that these skills had simply been abandoned. In 2024, widespread speculation arose surrounding the assassination attempt on Trump and the question of whether the shooter might have been influenced or programmed by advanced versions of these programs.<\/p>\n<p>The CIA firmly rejected these claims, calling the allegations \u201c<em>completely false, absurd and harmful<\/em>\u201d and emphasizing that MKULTRA had been terminated decades ago.<\/p>\n<p>This denial, just like previous CIA explanations, met with great scepticism from those who remember the destruction of files, the lies to Congress, and the \u201c<em>Nothing to see here<\/em>\u201d pattern, which was repeatedly followed by revelations.<\/p>\n<p>Representative Luna has made his position clear: Americans have been repeatedly misled and deserve transparency and accountability from the CIA. More MKULTRA documents are currently being released. The task force is pressing for real answers, not another round of \u201c<em>limited hangouts<\/em>.\u201d<\/p>\n<p>Critics on both sides have already begun to dismiss these efforts. Some call them \u201c<em>performative<\/em>.\u201d Others fear they are being used as a diversionary tactic. Past experience shows why there is scepticism. Previous investigations made headlines, the release of a limited number of documents \u2013 and then the situation went \u201cback to business as usual\u201d in the intelligence agencies.<\/p>\n<p>This time, the stakes seem higher. Technology has advanced. The surveillance state has grown. The same agencies that once ran MKULTRA still operate under the strictest secrecy and with minimal real oversight.<\/p>\n<p>The hearing was never just about history. It&#8217;s about whether the American people will finally demand an end to the secret programs that treat citizens as expendable test subjects or potential informants.<\/p>\n<p>Memory manipulation, behaviour modification, and technological consciousness control are not science fiction. They have been government policy for decades.<\/p>\n<p>The question is no longer whether the CIA once crossed all ethical and constitutional boundaries. The question is whether these boundaries were ever truly redefined \u2013 or simply shifted to newer, more difficult-to-detect areas.<\/p>\n<p>Representative Luna and the task force have opened the door.
